Title: Busy/Timeout error with the ODBC Driver
Description: When the ODBC Driver attempts to open files via the Data Server, an error similar to the following may result:
ODBC call failed. [BASIS] [BASIS ODBC Driver] Unable to open dictionary 'my_dict' busy/timeout (#77)
Resolution: This error results when the Data Server isn't running. The Busy/Timeout indicates that the ODBC Driver timed out when waiting for a response from the Data Server.
